Public Policy

Public policy and the public policy process are essential components of the five core competencies in public administration because they provide the framework through which government actions are formulated, implemented, and evaluated. Understanding public policy allows administrators to design and execute programs that effectively address societal issues and meet the needs of the community. The policy process involves critical analysis, stakeholder engagement, and strategic planning, ensuring that decisions are evidence-based, equitable, and sustainable. By mastering this competency, public administrators can influence and navigate the complex landscape of governmental operations, driving positive change and promoting the public interest through well-crafted and responsive policies.

​My policy research report, "The Effects of Not Having a Domestic Violence Registry for the Public," demonstrates a comprehensive understanding of the public policy process and theories of change. The report analyzes the institutional context and external factors influencing the policy development regarding domestic violence registries, illustrating how legislative processes and stakeholder involvement shape policy outcomes. By examining specific bills (A229 and A227) introduced in the New Jersey Legislature, the report highlights the roles of official stakeholders, such as the Assembly Judiciary Committee, and unofficial stakeholders, including advocacy groups, in influencing policy decisions. Additionally, the report provides action-oriented recommendations supported by evidence from legislative activities and stakeholder analyses. These recommendations emphasize the importance of implementing a domestic violence registry to enhance public safety and support policy learning, demonstrating a thorough understanding of the policy process and the critical impact of institutional and external factors on policy development.

My policy memo, "Reshaping Domestic Violence Laws in New Jersey," demonstrates a thorough understanding of the public policy process and theories of change by outlining specific policy changes needed to enhance the effectiveness of domestic violence laws in the state. The memo analyzes the institutional context, highlighting the roles of law enforcement, court personnel, and community stakeholders, as well as external factors such as public awareness and resource availability, and their impact on policy learning. By identifying barriers to justice and protection for victims, the memo provides action-oriented recommendations supported by evidence, including the establishment of a public domestic violence registry, mandatory training for law enforcement and court personnel, and enhanced coordinated community responses. These recommendations are designed to address existing challenges and improve the overall response to domestic violence, ensuring better protection and support for victims. The memo emphasizes the importance of a comprehensive and informed approach to policy-making, integrating insights from various stakeholders and supporting the need for systemic change.
